Every feed has a scrollbar, and every scrollbar quietly assumes you'll keep holding it down. Scrollback Audit makes that assumption explicit: drag the thumb down to load the feed beneath it, and the instant you let go — on purpose or not — everything you loaded is gone and the thumb returns to the top.
This is not a loading bug. This is the entire feature.
Scroll Efficiency is docked by a small, unannounced amount every time you release the thumb, regardless of how far you got. It has never once recovered, and the Bureau has no mechanism by which it could.
Deepest Load Achieved is the one number on this page allowed to go up. It is purely for your own records; the Bureau keeps no copy.
Audit Verdicts are issued based on how far the feed loaded before you let go, not on how carefully you did it. Letting go at 99% receives the same practical outcome as letting go at 4%: zero.
Reaching the very bottom of the feed does not stop the snap-back. It simply earns a more generous sentence about it.
Appeals may be filed by holding the scrollbar down again, for longer this time. The outcome will not be different.
